2022SUMMARYUnder the supervision of the General Manager, the Chief
Security Officer (CSO) is responsible for the overall planning and
monitoring of safety and security functions and programs for all
divisions of Hill Country Transit District (HCTD). The CSO is a key
team member and will work closely with Management, the Accident
Review Committee and the P-TASP (Public Transportation Agency
Safety Plan) Safety & Risk Analysis Team. The CSO must ensure all
safety and security requirements for the transit system are met,
and that plans are in place to ensure these requirements are
properly documented and communicated to all staff. The CSO, if not
already certified, must become a Certified Security Officer (CSO)
within one-year of hire, and must maintain training proficiency
relative to the CSO role in implementing a Safety Management System
as per HCTD policy and all federal, state, and local regulatory
requirements. Primary job duties of the CSO include providing
oversight and coordination of the Federal Transit Administration's
(FTA) Moving Ahead Progress (MAP-21) Safety Management System
Program and its implementation and maintenance. The CSO is
responsible for the on-going development, implementation and upkeep
of a Safety Management System (SMS) to create a quality management
approach to controlling risks and providing an organizational
framework to support a sound safety culture. The CSO shall perform
duties in a safe, efficient manner and in compliance with all
applicable rules and safety/security procedures. The CSO shall
further provide recommendations to enhance productivity of staff
and ensure necessary outcomes are achieved. The CSO shall primarily
provide guidance and technical assistance on 49 CFR Part 673 and 49
U.S.C. 5329 and develop and perform agency SMS oversight and
strategic plans to effectively align with government regulations
and support key FTA initiatives. ESSENTIAL JOB FUNCTIONS
- Manages and administers the company-wide implementation of a
Safety Management System (SMS) to include the core elements of
Safety Management Policy, Safety Risk Management, Safety Assurance
and Safety Promotion;
- Develops and defines processes for hazard management, internal
safety and security audits, accident notification and
investigation, and corrective action plans;
- Coordinates with State Safety Oversight Agency (Texas
Department of Transportation, TxDOT) and coordinates and provides
data for all audits, reporting requirements and Corrective Action
Plans (CAPS). Further coordinates other external and internal
audits with regard to safety and security;
- Provides advice regarding SMS software to assist all functions
of SMS technology requirements;
- Maintains the Transit Agency Safety Plan and certifies that the
plan meets FTA requirements;
- Coordinates with training department to further develop and
implement Safety Training into the HCTD curriculum that supports a
sound safety culture and SMS principles;
- Maintains SMS documentation and records as part of the Safety
Management Policy;
- Develops and maintains an agency hazard reporting system as
part of safety assurance;
- Provides oversight of all Safety Compliance and Analysis for
HCTD;
- Researches, identifies and implements all applicable local,
state and/or federal safety & security grant opportunities in
coordination with the General Manager and Financial Director;
- Provides excellent customer service to HCTD internal and
external customers;
- Promotes safety and security awareness and follows all
procedures to reduce or eliminate accidents and criminal
activity;
- Reviews existing services and functions of HCTD operating staff
and systems in regard to safety and security risks, further
developing program for managing and minimizing risks;
- Develops specific inspection and reporting programs related to
all HCTD buildings, tools, equipment, vehicles, and job functions
whereby a systematic process is in place to monitor safety and
security Further, inspects all HCTD facilities to ensure the
buildings, tools, and equipment are in safe operating condition,
reporting findings and recommendations to the Director of Urban
Operations, and Director of Rural Operations, as appropriate;
- Investigates all workplace injuries, all vehicle incidents and
accidents, and suspected criminal activity completing a detailed
report to be reviewed by the Public Transportation Agency Safety
Plan (PTSP) committee;
- In conjunction with Accident Review Committee (ARC) procedures,
the CSO is responsible for accident investigation oversight,
further developing and identifying appropriate investigative
training and report-writing for field personnel;
- Responsible for facilities and vehicle security cameras and
alarm systems and for Central Operations Facility perimeter fence.
Coordinates with other staff (primarily the IT and Maintenance
departments) in the development and use of safety and security
tools, such as security monitoring systems, alarm systems, vehicle
cameras, ;
- Responsible for developing procedures for, and conducting
inspections of, assigned work areas and coordinating with
departmental leaders to ensure actual or potential unsafe acts or
work pace are corrected;
- Facilitates and documents PTSP meetings to satisfy FTA
regulations and HCTD policy;
- Provides monthly reports regarding the findings and
recommendations for corrective action related to safety and
security inspections;
- Coordinates with Executive Administrative Assistant and other
staff as required for Safe Driver Award Program;
- Responsible for Quarterly Safety Meetings for Urban Staff as
well as Annual Meetings for Rural Staff;
- Responsible for promptly reporting any unsafe act or situation
to the General Manager, Director of Urban Operations, and Director
of Rural Operations, for presenting recommended corrective
action;
- If needed report to the HCTD Board any corrective actions that
may be needed;
- Assists the Director of Urban Operations and the Director of
Rural Operations in maintaining strong working relationships with
HCTD service area law enforcement agencies and Fort Hood related to
Safety and Security functions;
- Coordinates with, and provides all required data to HCTD
Administration related to National Transit Database (NTD) Safety
and Security monthly reporting of accidents and incidents in
compliance with NTD criteria;
- Coordinates with Human Resource Department and review all
worker's compensation claims, and provide recommendations relative
to specific claim actions, and recommendations relative to future
avoidance;
- Reviews Maintenance Plans (urban and rural), Transit Asset
Management Plan (TAMP), and other HCTD documents for safety or
security issues, and coordinate changes with Director of Urban
Operations and Director of Rural Operations accordingly;
- Reviews, updates, and maintains, the Safety Data Sheet(SDS)
program, formerly referred to as the Material Safety Data Sheet
(MSDS) program;
- Becomes familiar with emergency management and preparedness
plans, gain understanding of relationships with various governments
and other entities in these plans, and provide input, participating
as needed for effective plans;
- As per the Emergency Management Plan, prepares and executes
drills and tabletop exercises relative to safety and security as
required for administrative staff, urban staff, and rural
staff;

transit system/company;
- Attend workshops/conferences as related to respective job
duties.Education and Minimum Requirements
- Bachelor's degree in Safety, Business Management or related
field preferred;
- Certified Safety & Security Officer with World Safety
Organization and/or Transit Safety and Security Program (TSSP)
Certificate with the FTA's Transit Safety and Security Division
preferred;
- Minimum four (4) years' experience in administration, planning,
compliance and/or monitoring of safety programs;
- Demonstrated experience in developing and implementing safety
or safety-related programs in transit, transportation, public
safety or planning environment;
- Knowledgeable in FTA's MAP-21 safety regulations and FTA/TxDOT
State Safety Oversight Program preferred;
- Excellent organizational and planning abilities;
- Ability to deal with stress and to meet deadlines;
- Ability to work independently, as well as in a group;
- Must be self-motivated;
- Must have the ability to drive a vehicle and have a clean
driving Must have a valid Texas drivers' license (CDL is a
plus);
- Must pass a criminal records check;
- Must receive a negative drug test result;
- Ability to effectively communicate and work with others;
- Ability to maintain accurate records;
- Ability to work with a diverse group of people at various
levels both inside and outside the transit system;
- Must be reasonably proficient in Microsoft Office Suite (i.e.
MS Word, Excel, Power Point, Outlook, Access, etc.).Skills That May
