Job Description:
Reports To: President/Chief Executive Officer (CEO) FLSA Status:
Full time Exempt I. Position Overview The MCEC's expectation is
that the Chief Operating Officer be a mission-focused, effective
member of the leadership team, dedicated to delivering measurable,
cost-effective results in ways that make the MCEC vision a reality.
The Chief Operating Officer is responsible for the internal MCEC
coordination and management in specific areas outlined in the MCEC
Board of Directors approved organizational structure and strategic
guidance to include Policies; Human Resources; Facilities; Finance
and Budget; Information and Technology; Programs and Curriculum
Development Oversight; Retail and Logistics; HQ Reception;
Conference Planning; and Finance and Executive Committee and Board
of Directors Support. - Strategic guidance will be provided in the
form of annual and extended (up to five years) MCEC goals from the
Board of Directors and MCEC President/CEO, along with other
requirements assigned by the President/CEO. Staffing provided to
accomplish the identified requirements will include full-time and
part-time, paid staff; contracts; and volunteers. Funding will be
provided through the annual budget process and the Operating funds
assigned. Position requires a combination of leadership, staff
management, program management, business development, research, and
writing. Work assignments and targets will be both general and
specific and provide a wide range of latitude in developing
opportunities. II. Essential Duties and Responsibilities Oversees
and coordinates internal MCEC headquarters operations in the areas
cited above. Effectively communicates in a timely manner with the
President/CEO and Vice Presidents on all actual or potential
issues, concerns, obstacles, and challenges and helps
find/implement solutions. Manages and coordinates all facility
issues, resolves any issues, and projects/coordinates future
requirements. Accepts and maintains responsibilities associated
with the organization's internal controls. Manages and coordinates
timely support to President/CEO, Finance Committee, Executive
Committee, and Board of Directors, including correspondence,
documents, and supporting materials. With the guidance of the
President/CEO, oversee, develop, and evaluate organization
policies, procedures, and guidelines, and utilize them when working
with others. Provides organizational and functional synchronization
and continuity by instilling a strong, affirmative leadership
presence for all staff (both at the MCEC headquarters and in the
field). Manages all personnel support to include job descriptions,
offer preparation, personal services contract preparation, hiring
actions, benefits, and all associated personnel actions. Serves as
MCEC point of contact overseeing all contract requirements and
interface with contract officer representatives. Assures that all
contracts, grants, and other requirements/regulations are strictly
adhered to. In coordination with Comptroller, ensures completeness
and accuracy of contract/grant billing statements and track billing
through payment process, resolving any problems that may impede
MCEC timely receipt of accounts receivable. Oversees MCEC Store and
all MCEC Logistics Operations as well as quality control processes.
Oversees annual MCEC Global Summit planning and execution.
Assists/supports the President/CEO with strategic planning and
implementing defined goals and performance targets. - Supports
Board and President/CEO and creating and updating a five-year
strategic plan, and implementing new processes and approaches to
achieve that plan. - Develops and executes an annual operational
plan. Coordinates and implements systems and dashboards that
evaluate the annual operation plan and budget. Coordinates Annual
MCEC Report related to operational content. Establishes a receptive
environment and positive, professional relations within the office,
members, and with external partners, customers, and other contacts.
Pays vigilant attention to the MCEC's quality reputation and brand
image, and takes action to sustain both. Supervises and evaluates
designated staff, ensuring that employees are working effectively
and efficiently. Ensures highest level of internal and external
customer service. Maintains professional relationship with other
senior staff that report to the President/CEO including the VP for
Fund Development and VP for Education Services, as well as the
President/CEO's Executive Assistant. Performs other duties, as
assigned. See enclosure 1 for detailed responsibilities related to
MCEC's financial operations. III. Reporting and Supervisory
Responsibilities This position reports to the President and CEO who
will provide work guidance and assignments, set performance
standards and goals, and review/approve work. - The Chief Operating
Officer will directly supervise designated paid and volunteer staff
and contract staff performance, provide work guidance and
assignments, set performance standards and goals, and
review/approve work. Performance goals will be based on the
Strategic Plan and annual performance targets. - IV. Position
Qualifications The ideal candidate will possess the following
skills, experience, and education: A minimum of: A Bachelor's
degree in business or a related field from an accredited college or
university. - Five years related experience. Desired

Management-thorough understanding of finance, systems, and HR;
broad experience with the full range of business functions and

business analysis, finance, information systems, human resources,
and marketing. Articulate and Accurate-demonstrates excellent
written and oral communication skills. Solid Educational
Background-undergraduate degree required, MBA or similar advanced
degree highly desired. Position requires a combination of
leadership, staff management, research, writing, marketing, and
strategic communications. Strategic communication skills and
experience. Experience with customer relations. Ability to
research, project, and develop understanding of the emerging
organizational trends and requirements. Ability to utilize
technology in developing presentations, analyzing information, and

Financial Operations Ensures that organizational financial
operations adhere to Board and President/CEO expectations and
requirements. Works closely with the President/CEO and Treasurer on
setting the financial policies. Ensures staff is aware of financial
policies. Oversees adherence to financial policies in day-to-day
functioning. Ensures that programs meet or exceed annual
performance goals and targets. Develops systematic processes senior
staff to recommend/review performance targets. Ensures annual
performance goals and targets are included in performance
appraisals. Establishes staff performance targets and
accountability with each department. Proposes performance goals and
targets to President/CEO. Provides oversight and guidance on the
day-to-day functioning to facilitate achievement of performance
goals and targets. Leads the preparation of the draft budget.
Identifies/plans for/recommends any budget changes/revisions and
contingencies. Coordinates and implements systems and dashboards
that evaluate the annual budget and plan. Understands thoroughly
the finances, systems, and business functions analysis processes.
Oversees regular and year-end budget reporting. Ensures that staff
salaries are within approved salary ranges and compensation
structure. Prepares an annual budget report showing the
compensation of each staff position. Ensures and scrutinizes the
MCEC's day-to-day operational activities are aligned with the board
and CEO's expectations and requirements. Directs Comptroller to
ensure that proper financial operations conducted, and systems are
in place. Ensures adequate cash flow and accurate invoicing systems
are in place. Monitors cash flow monthly and other financial
reporting/accountability systems at least monthly. Directs and
oversees and organizational internal controls and accountability
systems. Coordinates with the Comptroller preparation of the annual
audit. Reviews closely all financial reports on actual
revenue/expenditures and that they are timely and accurate. Alerts
and reports immediately any concerns or irregularities to the
President/CEO and the Treasurer.
