GENERAL PURPOSE
To be responsible for for the technical design, planning,
implementation, and operation for mission critical enterprise
systems within the City of Killeen. To coordinate and train
personnel on Enterprise Server and PC software applications, and
hardware.
SUPERVISION EXERCISED
Employee has no supervisory responsibilities.
Essential Duties
CORE COMPETENCIES:
* Serves as a technical expert in system administration for complex
enterprise systems.
* Recommends the redesign, deployment, and configuration of
operating systems and system applications.
* Investigates and analyzes feasibility of system requirements and
develops system specifications.
* Develops and coordinates project directions and schedules to
maximize benefits and minimizeimpacts on the customer
organizations.
* Tracks the day-to-day operations of the host computers by
monitoring system performance, configuration, maintenance, and
repair. Ensures that records of system downtime and equipment
inventory are properly maintained.
* Installs, modifies, and maintains systems and utility software on
server computer systems. Provides server support related to other
software.
* Develops new system and application implementation plans, custom
scripts, and testing procedures to ensure operational
reliability.
* Trains technical staff in how to use new software and hardware
developed and/or acquired.
* Performs troubleshooting as required. Leads problem-solving
efforts often involving outside vendors and other support personnel
and/or organizations.
* Establishes, maintains, and manages user Active Directory
accounts.
* Establishes, maintains, and manages the enterprise Microsoft 365
environment to include hybrid Exchange and SharePoint.
* Installs, modifies, and maintains systems and utility software on
server computer systems.
* Provides server support related to other software.
* Establishes guidelines and methods for the installation and
management of the host computer operating systems, disk arrays,
tape libraries, and other components.
* Ensures high availability and acceptable levels of performance of
mission critical host computer resources.
* Develops procedures to maintain security and protects systems
from unauthorized use, acts of nature and user abuse.
* Develops procedures, programs and documentation for backup and
restoration of host operating systems and host-based
applications.
* Develops and coordinates project directions and schedules to
maximize benefits and minimize impacts on the customer
organizations.
* Aids in planning and implementation of projects for computer
operations and enterprise systems administration.
* Develops tools, procedures, and training sessions for Operations,
Client Support, and Systems Development staff to assist with
work.
* Manages the data center and computer host systems including
hardware, software, and equipment such as air conditioning system,
UPS (uninterrupted power system) and fire protection system.
* Stays current with technological developments in systems
administration technology and recommends ways to take advantage of
new technology.
* Guides or provides work direction to technical staff, and
contract staff.
* Possesses and maintains a valid driver's license and comply with
City of Killeen driving policy.
* Adheres to assigned work schedule as outlined in the Department
and City attendance policies and procedures; ensures all behaviors
comply with the City's Personnel Rules and Regulations.
* Performs other related duties as assigned.
Required Minimum Qualifications
Education and Experience:
* Associate's degree in Computer Science or related discipline.
* Minimum of five (5) years' work experience in complex systems
design, programming and systems software and support.
* Any equivalent combination of education and experience.
SPECIAL REQUIREMENTS:
Must possess a valid Texas driver's license by date of hire.
Must be able to pass FBI criminal background fingerprint check and
have the ability to comply with state and federal requirements for
criminal justice information security standards.

Knowledge, Skills and Abilities:
* Proficient with installing, upgrading, repairing, and
troubleshooting enterprise level critical software and systems
* Experience in design and systems interoperability with multiple
operating systems
* Working knowledge of enterprise level server systems
* Working knowledge of operating computer equipment
* Working knowledge of programming language, operating systems, and
PowerShell
* Working knowledge in Windows and Linux operating systems
* Working knowledge of virtualization technology, specifically
VMware
* Knowledge of Microsoft Active Directory.
* Knowledge of Microsoft Exchange and alternative email
systems.
* Knowledge of Enterprise backup solutions and operation
* Knowledge of Access control appliances and systems.
* Knowledge of Internet control and appliances
* Ability to communicate effectively verbally and in writing
* Ability to establish successful working relationships
* Ability to work independently with a minimum of supervision
* Maintains regular and punctual attendance
TOOLS AND EQUIPMENT USED
Local area network file servers; personal computers, printers, and
personal computer-based software; telephone; fax and copy machines.
Testing equipment and hand tools.

WORK ENVIRONMENT
The work environment characteristics described here are

essential functions. Employee occasionally comes in contact with
electrical hazards.
The employee is exposed to eye strain from display terminals and
back and neck strain from constant keyboard work.
The noise level in the work environment is usually moderate with
the exception of background noise from computers and fans.
